No, China was not socialist, never, as I said. It was a deformed workers state. It was run by a Stalinist bureaucracy. Socialism has a lot more democracy than a bourgeois democracy. China had no democracy. A planned economy need mass participation in decision making. The idea is to evolve toward communism in which everyone is a part time worker and part time planner and there is no government. Bureaucratic planning is slow and poor, as the bureaucrats are not involved in production. Its the bureaucratic nature of Stalinism which screwed up these economies.

There are different types of socialism. Some types do not "have a democracy." Some aspects of a "planned economy" do not require "mass participation in decision making." The idea of "evolving toward communism" is not always the case, and the same goes for the idealistic view that "everyone is a part-time worker and part-time planner and there is no government." "Bureaucratic planning" is not necessarily "slow and poor," and not all workers are "involved in production." Finally, not just a "bureaucratic nature of Stalinism" but the presence of state capitalism also "screwed up these economies."
