I'm not really sure about that.
See, for what I know, Winston Churchill was elected as Prime Minister, and threw Chamberlain, who was against the real needs and worries of the British people, and went against Hitler up to the war that Chamberlain, so energically tried to hide.
The wishes of the people were listened and achieved when the allies broke the blood axis of Rome-Berlin-Tokio.
But only for britons. The Republican rebelion in Ireland, claiming for independence, was brutalized by Churchill, until he came to a treatee, in order to save the English people living in Ireland, with all the money that they sent to England. But the treatee, by Collins and his group, was not accepted by de Valera and his, so the civil war split the country in two, until the Independent Republic of Ireland was recognized, long after the reign of Churchill.
In my opinion, the English people, enjoyed a pure democracy in WW2, but for the colonies, it was different.
Another clear example of the vices of imperialism.
