I'm a programmer by trade and not completely fluent in all aspects of socialism. Recently I wast discussing topics such as "Monopoly on force" and "Arbitration" with a Canarchist. By the end of the discussion I felt that ineffective tax is because inequality creates a need for arbitration.

Anyway here is my premises. Please bear with me if they appear to general or abstract. Hopefully the definitions will become more clearly defined as the discussion evolves.

Argument One: Unequal coercive capacity promotes exploitation.

Premise (1.a) : There is positive evolutionary selection for individual's who exploit others containing significantly less "coercive capacity".

Premise (1.b) : When two parties have similar "coercive capacity" they will exhibit a mixture of altruistic and selfish interactions.

Argument Two: Wasteful tax arises from significant coercive differences.

Premise (2.a) : On average two parties with similar coercive capacities will not need a third party to arbitrate their interactions.

Premise (2.b) : If two parties have a significant coercive difference, then by (1.a) a third party will be needed to arbitrate their interactions.

Argument two is based on argument one. So I think that argument one should be the starting point.
