Are you talking about Technocracy? If you are, then i would imagine that you would be able to hybredize a technocractic system with almost any form of government, including communisim. It's fairly socialist, i think. I'm not an expert on technocracy though... you might want to ask this question in the Technocracy forum.

I can think of two users on the old Soviet-Empire.com board who claimed to be Technocratic communists. Neither of them still post on the politics forum however, although they both registered accounts.
