I do not feel that one would need to be a white nationalist in order to be an authentic fascist. Though fascism is usually connoted with the National Socialist Third Reich, with it's "blood and soil", there is also integralism, such as has existed in regards to Brazil. And I feel that this approach would be better for America too, in respects to a fascist movement, as it like Brazil is likewise multiethnic. And as whites are not indiginous to the American continent, "blood and soil" would mean the Amerindians booting us back to Europe. So in summary, if your nation is homogenus, then fascism might very well mean racial nationalism, but if it is heterogenus, then a fascist social movement would have to be inclusive of all of the various ethnic groups.
