It is amusing to me how Western publications like to paint these moves as being motivated by environmentalism, rather than more nationalistic sentiments by the native populations in Bolivia. These moves are down to placate indigenous communities, and for political, rather than idealistic reasons. Indigenous communities exercise a great deal of power, especially in Bolivia, and their local control over a territory is primarily threatened by development and settlement by outsiders. By forcing through environmental protection laws, these communities preserve their traditional political control over the territory, and their lifestyles, which are certainly more 'green'. Of course, this also translates into, in Bolivia particularly, an easing of control over indigenous coca cultivation.

In any case, the recent march by the indigenous communities has shaken the Morales administration, and it is unsurprising to see such laws being passed.

I guess we'll get to see them increase their greeenish population, and gradually destroy mother earth in a properly primitive fashion, cutting trees down for wood and fire, and dumping their trash everywhere. In 5000 years, archeologists will come visit and dig around, and document how another human society collapsed from over population and environmental destruction.

In other words, if this law doesn't get passed with a birth control program, they might as well bend over and get ready to starve, and move in large numbers to Argentina and Brazil, where they can serve as cheap labour.
