Fascism is just naked unprincipled power grabbing, it is intrinsically class neutral. In its early days it tried to exploit working class grievances for a power base, but failed because the communists, socialists and trade unions already had that political market sown up. So they looked elsewhere and saw that the petite-bourgoisie were afraid of what the communists were up to with the working classes and decided to exploit that fear for a power-base with them. That wasn't a large enough power-base so they tried to exploit the general xenophobia that exists across all classes in order to pull in a some working class people that were too bigoted to go in for the communist's "brotherhood-of-man" internationalism.
