In Italy the term "Latinos" is used to identify South American mobs. Generally poor, living in the suburbs. (Basically, the American meaning of the term). The girl of the picture will not be considered a "latinos" unless she joins some urban gang or she is used to get drunk during party she has with other south americans. I would definetively say that "Latinos" is not a compliment.

"Latino" in Italian identifies just the language: Latin.
"Latini" is the Italian plural of "Latino" and it means Latins with the meaning that you can find in wikipedia (Italic tribe who included the early inhabitants of the city of Rome). Sometimes this is used with the meaning of "Italians, French, Spanish and Portuguese" (not including the Romanian!).
"Laziale" is something/someone related to the modern Italian region of Lazio (but not to the city of Rome), or a fan of S.S. Lazio (the football team)

Romanian language is a Romance Language.

Outiside the academic world, for common people, the reason why Romanian aren't considered "Latini" in Italy is that France, Spain, Portugal and Italy are geographically closeer and have much more "common" cultural and historical heritage. While Romanians live in that corner of the Balkan peninsula...
