I *think* James I of England (James VI of Scotland) was one of the first, if not the first ruler, that put forth the idea of the divine right of kings. If you're not aware, the theory just states that God gave certain royals the right to rule over men, and that the royals were above the Church.

He was married to a woman from Denmark but before that had a male lover (the Duke of Lennox) that put the idea of divine right into his head.

He generally set tha nation's policy and superceded Parliament whenever possible.

He went over Parliament's head because he thought divine right afforded him this privlege. Whenever they couldn't come up with a solution to one of his money problems, he'd temporarily disband them.
