22 votes = 24 seats, but the parties will still seat by percentage...I think anyway...

As for why, I have no idea. I just C+P'ed Clausewitz's code and did the necessary modifications.

But yeah, I'll think I'll just do the 95 seats. We can make 100 official with the constitution or something.

It actually gives us 49 seats, but that's ok because that's more than enough for a majority.
