Centralization is defined as the process by which political power is located in a single central decision-making body. The highest degree of centralization is achieved where all powers of government are vested in a central authority. The degree of centrilization is highest in a unitary state. Britain, France etc are centralized states.

BEST PRACTICED IN HOMOGENEOUS STATE

This system is best practiced where there are no sharp differences in religion, language, belief, etc

SMALL COUNTRY

It is easy to practice in a relatively small country where the government has representatives from every ethynic group in the society.

DELEGATION OF FUNCTION

The central government can de;egate powers and functions to other component unit.

Even in a homogeneous country, a centralized system can be a problem. It robs people at the lower levels of autonomy. In many situations fast/smart decision making is critical. When you take that away, it can be a problem, especially in areas of security/military and technology development.

Centralized system have bureaucratic bloat. Those that do not have this, are basically dictatorships (See Russia and China).

Decentralization is generally far better for a typical common person.
